Erasmus Without Paper, also known as EWP, is an initiative by universities and for universities which is digitalising the administration of student mobility, with the goal of decreasing administrative workload by up to 40%. The European Commission is currently funding EWP and the custodians of the EWP digital infrastructure are:

EWP Network

The EWP Network is responsible for ensuring interoperability across all IT systems used to support the administration of student mobility in Europe. It is a decentralized network which ensures the highest privacy standards and allows for outstanding scalability, supporting more than 3000 nodes. It connects more than 99% of all universities supporting Erasmus+ student mobility.

EWP Dashboard

The EWP Dashboard acts as the reference implementation for the entire network, meeting the highest standards of robustness and reliability. It is trusted daily by 2700 universities which value its seamless data exchange capabilities. Of the first six countries to reach 95% of Learning Agreements, the Dashboard is used by all universities in four countries and by 97% of universities in the remaining two.

During a recent consultation meeting in Brussels, technical teams working with Erasmus Without Paper (EWP) emphasised the need to consolidate and stabilise the current system before considering introducing new updates or architectural changes. Their main concern is that frequent adjustments could lead to unnecessary costs and disrupt the progress already made toward digitalising mobility processes.

Digitalisation of Learning Agreements Shows Strong Momentum

The European Student Card Initiative is progressing toward its goal of having 95% of Learning Agreements completed digitally by 2025, supported by strong engagement from the Erasmus+ community. The initiative aims to simplify mobility administration and improve the experience of mobile students by digitalising internal procedures and strengthening data exchanges across the Erasmus Without Paper (EWP) network.

The contract between the European Commission and EWP+ Consortium led by the European University Foundation, which provides for the continued operation of Erasmus Without Paper (EWP), will expire during the 2025/26 academic year.

EWP Champions Highlight Progress Toward Digital Erasmus+ Workflows

At a meeting hosted at the TBS Education campus in Toulouse, EWP Champions discussed practical ways to advance Erasmus Without Paper (EWP) and the wider European Student Card Initiative (ESCI). Participants agreed that the session marked clear progress toward making student mobility more efficient and accessible. The group focused on strengthening the adoption of digital Learning Agreements and promoting the once‑only data entry principle, which aims to reduce repetitive administrative work for students and institutions.

EWP Days Highlight Progress in Digitalising Higher Education

Over the summer, a series of Erasmus Without Paper (EWP) Days were held across Europe to review progress in higher education digitalisation and outline next steps. These events brought together EWP Champions, Digital Officers, and practitioners to discuss the implementation and future direction of the initiative. Sessions included updates from the European Student Card Initiative (ESCI) team and National Agencies, along with discussions on regional challenges and practical recommendations.
