Addressing Interoperability Issues in Daily Mobility Workflows

A new Acceptable Use Policy is being introduced to strengthen the reliability and security of data exchanges within Erasmus Without Paper (EWP). While most transactions run smoothly, occasional interoperability issues can disrupt the experience for students and staff, especially for time‑sensitive Digital Learning Agreements.

To address these challenges, the EWP+ Consortium and the European Commission (DG EAC) have been working closely with software providers to ensure technical problems are identified and resolved more efficiently.

Clearer Responsibilities for Faster Issue Resolution

The new policy introduces clearer, stricter follow‑up procedures for IT teams, including defined response timelines that reflect the urgency of maintaining a high‑quality user experience. It was presented during the April Infrastructure Forum meeting, where the technical community supporting EWP convenes regularly.

The policy will take effect on 16 July 2025, following a consultation period and a three‑month transition to help systems prepare.

Strengthening a Rules‑Based EWP Network

This update builds on commitments made under the Interoperability Action Plan to establish a more rules‑based EWP network. Automatic monitoring, weekly issue notifications, and community feedback have already improved stability, but not all providers have addressed recurring issues consistently.

The new framework is designed to ensure timely resolution and outlines conditions under which non‑compliant systems may eventually be removed from the production network if persistent problems remain. Although such measures are considered a last resort, they are necessary to protect the overall reliability of the smooth data exchanges for the Erasmus+ community.
