Digitalisation of Learning Agreements Shows Strong Momentum

The European Student Card Initiative is progressing toward its goal of having 95% of Learning Agreements completed digitally by 2025, supported by strong engagement from the Erasmus+ community. The initiative aims to simplify mobility administration and improve the experience of mobile students by digitalising internal procedures and strengthening data exchanges across the Erasmus Without Paper (EWP) network.

Progress Toward the 95% Digitalisation Target

Recent data shows steady progress: institutions with an ECHE increased their digital Learning Agreements from an average of 37% to 52% between 2023 and 2024. These figures confirm ongoing momentum but also highlight the need for continued commitment to reach full adoption.

Closing the Remaining Gaps Before 2027

To close remaining gaps, all ECHE institutions are encouraged to invest in digitalisation to benefit from smoother processes and to prepare for the next Erasmus+ programme cycle starting in 2027. While EWP’s technical service for Learning Agreements is stable, some institutions—particularly smaller ones—still face challenges in allocating resources to complete the transition.

Support for this work continues through workshops, national ESCI Days, technical guidance, and community‑driven activities led by the EWP consortium. Institutions can also seek assistance via the ESCI Service Desk or draw on the experiences of EWP Champions and user groups. These collective efforts play an essential role in enabling peer learning and ensuring a more coherent, efficient digital mobility process across Europe.
