Advancing Toward 95% Digital Learning Agreements by 2025

The number of digital Learning Agreements processed each year continues to grow, reflecting strong progress toward the European Student Card Initiative’s goal of achieving 95% digitalisation by 2025. Digital Learning Agreements (DLAs) are essential for simplifying Erasmus+ mobility and enhancing the overall student experience, and their widespread adoption depends on all ECHE‑holding institutions exchanging DLAs through the Erasmus Without Paper (EWP) Network.

Strong Growth, with Gaps Still to Address

Recent data shows significant improvement: digital Learning Agreements increased from about 20,000 in 2021–2022 to more than 126,000 in 2023–2024. Nearly half of ECHE institutions are now connected to the EWP Network, and many are actively exchanging agreements. While momentum is clear, gaps remain that affect both students and staff, highlighting the need for continued commitment to the 2024–2025 action plan, which aims to close these remaining barriers and reach full digitalisation for intra‑European study mobility.

Targeted Support to Reach Full Adoption

To support institutions still transitioning, the Commission and the EWP consortium are offering targeted assistance, including workshops, national ESCI Days, technical support, and guidance through the ESCI Service Desk. Institutions can also learn from the experiences of EWP Champions and participate in user groups to strengthen peer collaboration. Continued investment in digitalisation will not only help institutions meet current programme goals but also prepare them for the next Erasmus+ cycle beginning in 2027.
