The Transcript of Records (ToR) API v3 became a stable release on 30 November 2025, marking another major milestone in the digitalisation of student mobility processes. This means that the technical specifications for exchanging Transcripts of Records via the Erasmus Without Paper Network are ready to support a progressive rollout across institutions and national systems.
The role of the Transcript of Records in the mobility process
When students set off on an Erasmus mobility, they embark on an exciting journey of discovery, and while the experience itself is enriching, it’s essential that all these achievements are officially documented and recognised. The Transcript of Records captures these achievements in an objective and reliable manner, making their intellectual adventure tangible and acknowledged.
Transcript of Records is a key document in the mobility lifecycle. Issued by the receiving higher education institution at the end of a mobility period, it records a student’s learning outcomes, including educational components completed, ECTS credits awarded, and grades obtained. The ToR is shared with the sending institution to enable academic recognition. Digital exchange via EWP ensures this information can be transmitted securely, timely, accurately, and in a structured format. This will be the first time that higher education institutions can exchange this information directly among themselves in a digital manner in such a way that not only the process is greatly accelerated and simplified but risks of the ToR being manipulated are structurally eradicated.
Steps leading to the ToR stable release
The journey to the stable release followed a phased and strongly consultative approach, rooted in the real needs of the user community. In 2023, International Relations Officers were closely involved in shaping the mandatory business requirements for digital ToR exchange, ensuring that everyday operational realities were reflected from the outset. These requirements were validated by DG EAC in April 2024. From then until June 2025, continuous dialogue with EWP node technical teams translated the user needs into concrete technical solutions through the development and refinement of ToR API v3. The publication of a release candidate in August 2025 opened the door to practical discussions and final feedback, leading to the stable release of ToR API v3 in November 2025.
Building on diverse systems and practices
Digitalising Transcripts of Records builds on a mapping of the diversity of existing practices across the Higher Education community. Currently ToR data is managed through a variety of student information systems, reflecting national and institutional specificities. In some countries, transcripts are produced through national platforms, while in others they are generated at institutional level, often involving records offices alongside international relations teams. Work with the key stakeholders will be ongoing to further strengthen the technical alignment as well as facilitate the planning and roll-out.
Looking ahead
The stable release of ToR API will be followed by deploying the recently inaugurated Conformance Testing infrastructure for ensuring future adoption will be compliant and as bug-free as possible – a step which is provisionally scheduled for Spring 2026. This should allow institutions and their software providers to plan the next strategic steps in the digitalisation of the student mobility.
